54. Organiser l’utilization de ces données afin de faire émerger de nouvelles purposes utiles aux déplacements.

55. Diffuser à toutes les associations (riverains, entreprises, commerçants…) les informations kinfolk aux travaux de voirie.

56. Rendre clear la dépense publique en la rendant accessible (objet, montant) et compréhensible (descriptif, enjeux, objectifs, indicateur, planning) et géo localisée (répartition ou stratégie).

57. Auditer l’adaptation de la Métropole, de ses providers, de ses outils de gestion et de suivi à la révolution numérique. Cet audit portera sur trois volets : efficiency des providers locaux, coûts qui peuvent être réduits, niveau de sécurité.

Évaluer l’efficacité́ des actions de la Métropole

Le Conseil d’Orientation que nous proposons publiera ses propres indicateurs visant à évaluer la santé économique du territoire. Ces indicateurs pourraient être complétés par la publication régulière des chiffres à disposition du Grand Nancy. Le croisement de ces informations pourra faciliter l’évaluation de son efficacité.

Propositions

58. Piloter la efficiency du soutien public grâce à des données vérifiables, mesurables et publiées régulièrement.

59. Communiquer régulièrement les résultats obtenus par les actions de la Métropole. Chaque motion devra être chiffrée et évaluée par la Métropole, les entreprises, les citoyens et les associations events prenantes.

60. Publier mensuellement l’ensemble des indicateurs à la disposition du Grand Nancy (taux de vacances des commerces/commune, occupation des hôtels…)

61. Renforcer le dynamisme des parcs d’activités du Grand Nancy en conférant aux associations ATP à la fois la place que leur légitimité leur donne et en impliquant la Région dans leur financement. Les entreprises positionnées dans les zones ATP représentent 68.000 emplois soit 71% des emplois métropolitains. Le Grand Nancy s’engagera à impliquer la Région Grand Est dans le financement des ATP selon la règle 1 euro de financement propre = 1 euro de subvention directe du Grand Nancy + zero,5 euro de subvention directe de la Région Grand Est. Une politique de contractualisation et de définition d’objectifs partagés pourra être mise en place afin de renforcer encore l’efficacité des zones ATP.

Placer la concertation au cœur de l’motion

La co-construction ne peut plus se résumer à une incantation. Il s’agit de passer aux actes en faisant de la concertation l’alpha et l’omega de l’motion publique en matière de développement économique. Les échanges permanents entre les composantes de la gouvernance économique du territoire seront à même de garantir un déploiement harmonieux des actions au meilleur des intérêts de la collectivité.

62. Faire reposer le cœur du développement économique du territoire sur la concertation avec les entreprises et les associations qui les fédèrent.

63. Organiser et garantir la capacité des establishments publiques à collaborer et construire ensemble un projet bénéfique à toutes les composantes du territoire. Ceci est déterminant pour le succès économique de la Lorraine. De ce level de vue, le Sillon Lorrain est un enjeu majeur pour les entreprises de la Métropole. Quelles que soient les difficultés, il est aujourd’hui plus que nécessaire que se renforcent bien davantage les coopérations entre les acteurs publics, économiques et politiques concernés. Cette imaginative and prescient partagée, cette stratégie d’ensemble dont nous appelons l’amplification permettra de bâtir avec l’Alsace, la Champagne et le Luxembourg des relations à la fois équilibrées pour chacun et profitables à tous.

65. Lorsqu’une zone ATP n’est pas ou mal desservie par le réseau STAN (Ex. : Saint-Jacques), abonder son PDIE par le Grand Nancy de l’équivalent d’un tiers de la taxe sur les transports versée par la totalité des entreprises concernées.

66. Mettre en place des parkings relais non pas en périphérie de l’espace urbain mais en limite de Nancy afin de faciliter l’accès à la ville sans y faire entrer la voiture.

67. Organiser et préparer l’arrivée sur le territoire des trottinettes électriques, gyropodes de façon à ce
que leur déploiement soit le moins anarchique potential et leur utilization le plus sécurisé.

68. Rendre les flux des webcams disposées sur la métropole accessibles à tous (mode dégradé) afin que chacun puisse avoir une imaginative and prescient en temps réel de la congestion du trafic.

69. Initier l’émergence d’une filière d’évacuation régulière, de retraitement et de recyclage des déchets technologiques. Son pilotage devra être confié aux zones ATP et non géré directement par la Métropole.

70. Construire, en concertation avec les professionnels de l’entretien des espaces verts, un programme de préservation de la faune et de la flore présentes dans les zones ATP (fauchage tardif, ruches, nichoirs, prairies fleuries…).

Savoir prendre des risques

Dans un contexte de compétition accrue entre les grandes villes de France, il est nécessaire d’avoir une imaginative and prescient très potential du territoire et proactive de l’motion publique. Leur mission sera de faire le lien entre les actions de formation pilotées par les organisations de branche (métallurgie, bâtiment…) et les publics ciblés. Notre objectif par cette meilleure coopération est de permettre à tous de trouver une opportunité de travail, d’insertion ou de formation.
