En Allemagne
A partir de ce lundi 20, la plupart des commerces dont la floor est inférieure à 800 m², comme les magasins d'alimentation, librairies ou concessionnaires cars, rouvrent en Allemagne. Les écoles et lycées n'ouvriront leurs portes qu'à partir du four mai, en commençant par les élèves les plus âgés. Les ministères régionaux de l'Éducation prévoient de présenter sous peu des mesures pour organiser le retour des élèves en classe en permettant le respect des gestes barrières, notamment en réduisant la taille des lessons et des groupes d'apprentissage.
De même qu'en France, la réouverture des lieux de rassemblements comme les salles de sport, de spectacles, les bars, eating places et hôtels se fera plus tardivement. Les grandes manifestations, les festivals ou les concert events ne pourront pas avoir lieu jusqu'au 31 août.
In Norway
La Norvège entame la première étape de son déconfinement ce 20 avril en autorisant les crèches et les écoles maternelles à rouvrir dans tout le pays. Il en est de même pour certaines professions de santé, comme les kinésithérapeutes, les psychologies ou les opticiens. Mais les salons de hairstyle, de therapeutic massage ou de dermatologie devront attendre une semaine de plus avant de pouvoir reprendre leur activité. L'ouverture des collèges, lycées et universités est également prévue pour le 27 avril prochain.
Même s'il est désormais potential de rejoindre sa maison de vacances, la Première ministre Erna Solberg a rappelé que les déplacements de loisir doivent rester limiter. Il est potential de se rassembler, mais pas à plus de cinq personnes et en appliquant rigoureusement les règles de distanciation sociale. The eating places, bars, cinémas, théâtres et lieux de rassemblements resteront interdits jusqu'au 15 juin.

En Nouvelle-Calédonie
A partir du 20 avril, la Nouvelle-Calédonie assouplit les mesures de confinement, en raison du faible nombre de cas de Covid-19. Les habitants peuvent ainsi retrouver la liberté d'aller et venir pour quinze jours jusqu'au three mai, date à laquelle la scenario sera réévaluée. Les commerces et companies reprennent en plus des hôtels et eating places, mais l'interdiction reste en vigueur pour les bars, cinéma, discothèques. Les trajets internationaux sont toujours restreints à l'approvisionnement en marchandises et au rapatriement des calédoniens bloqués à l'étranger.
En Italie
En Italie, le confinement est acté jusqu'au 1er mai. Cependant, quelques assouplissements ont déjà été autorisés pour certaines régions. Depuis le 14 avril, les commerces tels que les librairies, les laveries, les papeteries, les commerces pour les nouveau-nés et l'exploitation forestière ont été autorisés à rouvrir, même si plusieurs régions, comme la Vénétie et le Latium, refusent cet assouplissement.
Les régions de Ligurie, Abruzzes, Vénétie et Emilie-Romagne ont autorisé la préparation des pages pour cet été, en prenant en compte le respect des distances et autres règles sanitaires, pour le placement des transats par exemple.
Le 5 avril, le ministre de la Santé a détaillé le plan stratégique de sortie de la crise du Covid-19 : la généralisation du port du masque pour tous les Italiens, le respect d'une "distanciation sociale scrupuleuse, dans les lieux de vie et de travail" et un réseau d'hôpitaux dédiés au traitement du Covid-19 qui resteront ouverts après la crise. L'exécutif prévoit de lancer une software pour suivre les malades diagnostiqués "pendant les 48 heures ayant précédé l'an infection", précise France Data, en plus d'une campagne de exams sur la inhabitants pour déterminer le nombre précis de personnes contaminées.
Concernant les commerces, le gouvernement a prévenu que les bars, eating places, discothèques ou salles de sport seraient les dernières infrastructures à rouvrir.
En Espagne
Le pays le plus endeuillé de l'Europe après l'Italie a autorisé une reprise partielle du travail depuis le 13 avril. La police et les bénévoles ont entrepris de distribuer dix hundreds of thousands de masques pour les travailleurs qui reprennent leur activité, essentiellement dans l'industrie et la building. Les bars, eating places, salons de hairstyle, grands centres commerciaux et discothèques resteront fermés pour l'on the spot et les rassemblements de plus de 10 personnes ne seront pas autorisés. La cheffe du gouvernement Mette Frederiksen a d'ores et déjà prévenu qu'aucun grand rassemblement n'aurait lieu avant le mois d'août, au moins.
En Autriche
Le pays a commencé son déconfinement le 14 avril avec l'ouverture des commerces de moins de 400 m², les jardineries, les magasins de bricolages et les jardins publicsin response to le Figaro. En République tchèque
La République tchèque a fait partie des pays les plus touchés de l'Europe orientale. Mais le déconfinement s'est amorcé depuis la semaine dernière, avec la réouverture des espaces sportifs et celle des commerces comme des magasins de bricolage. Pour sa voisine slovaque, un assouplissement des mesures de confinement est envisagé, sans aller plus loin.
En Iran
A partir du 20 avril, les iraniens peuvent se déplacer d'une province à l'autre dans le pays. Les entreprises jugées à faible risque, comme de petits commerces et ateliers, ont pu rouvrir dès le 11 avril dans le pays, et après le 18 à Téhéran. Mais les écoles, les piscines, les salons de beautés, les centres commerciaux ou les eating places restent fermés.
In China
A Wuhan, les autorités ont levé le eight avril le bouclage imposé à la ville depuis le mois de janvier. Mais le déplacement reste très progressif. Selon le journaliste de France Data Arnaud Miguet, les habitants sont toujours invités à rester chez eux. Le port du masque reste obligatoire, et ce, jusqu'à l'été. Il a précisé : "Partout, des prises de température, dans les transports en commun ou dans les magasins. Il faut aussi scanner un code QR avec son téléphone pour prouver qu'on n'a pas été malade ou qu'on n'est pas en contact avec la maladie".
Dans la crainte d'une nouvelle imprecise de contaminations, le comté de Jia dans la province du Henan a contraint de nouveau les habitants de ne pas sortir de chez eux, sauf s'ils disposent d'un permis spécial pour se rendre au travail.
Le confinement doit se poursuivre jusqu'au 11 mai. Emmanuel Macron a tranché : le 13 avril lors de son 4e discours depuis le début de la crise. Le Chef de l'état a ensuite annoncé certaines étapes deconfinement.
"Le 11 mai sera le début d'une nouvelle étape. Elle sera progressive et les règles pourront être adaptées.
A partir du 11 mai, nous réouvrirons les crèches, les écoles, les lycées.
Dans l'enseignement supérieur, les cours ne reprendront pas avant l'été.
Les lieux rassemblant du public: eating places, cafés, hôtels, cinémas, théâtres, salles de spectacles et musées resteront en revanche fermés. Les grands festivals et événements avec public nombreux ne pourront se tenir au moins jusqu'à mi-juillet prochain. La scenario sera collectivement évaluée chaque semaine pour adapter les choses et vous donner de la visibilité pour leur safety", a annoncé Emmanuel Macron lors de son allocution lundi soir sans donner plus de détails.
Les personnes âgées ou malades devront rester confinées après le 11 mai pour les protéger.
A partir du 11 mai, nous aurons une organisation nouvelle. L'utilisation plus massive des exams possibles et la détection est une arme privilégiée pour sortir au bon second du confinement. Nous allons continuer d'augmenter les exams faits chaque jour en course des aînés, des soignants et des plus fragiles. Emmanuel Macron "ne souhaite pas de discrimination" des personnes âgées ou fragiles dans le déconfinement progressif après le 11 mai et "en appellera à la responsabilité individuelle", a indiqué l'Élysée vendredi 17 avril au soir.
"Le chef de l'État ne souhaite pas de discrimination entre nos concitoyens après le 11 mai", a souligné la Présidence. Lundi 13 avril, il avait indiqué que "pour leur safety, nous demanderons aux personnes les plus vulnérables, aux personnes âgées, en scenario de handicap sévère, aux personnes atteintes de maladies chroniques, de rester, même après le 11 mai, confinées, tout au moins dans un premier temps".Jean-François Delfraissy, président du Conseil scientifique qui assiste l'exécutif, avait indiqué le 15 avril devant la fee des lois du Sénat que le confinement continuerait après le 11 mai for 18 millions de personnes risquant "de développer une forme grave".

Quant aux lieux de restaurations et de rassemblement, le ministre de l'Intérieur a confirmé que leur réouverture n'était pas à l'ordre du jour:"Nous allons exclure les eating places, les cafés des lieux qui sont des lieux de forte promiscuité. La date (de réouverture) n'a pas été fixée".
Enfin, Christophe Castaner a précisé que la multiplication des tests ne signifierait pas qu'ils seraient accessibles à tous: "Ce qu'il ne faut pas imaginer, c'est que chacun décide de faire des exams, dans la mesure où plus de 95% de la inhabitants seront négatifs". Tout en déclarant qu'il ne fallait "pas négliger les pénuries", le ministre de l'Intérieur a ajouté "Il est nécessaire de faire les exams dès lors qu'il y a un risque. Par contre imaginer que l'on teste tous les Français tous les jours serait peut-être quelque selected qui pourrait répondre à des attentes médiatiques, mais cela ne répond pas à des attentes médicales".

Lors d'une conférence de presse commune avec le ministre de la Santé Olivier Véran, Edouard Philippe a fait, le 19 avril, un level sur la crise liée à la pandémie de coronavirus et a abordé le déconfinement prévu le 11 mai prochain même si peu de mesures concrètes ont été présentées.
"Notre vie, à partir du 11 mai, ce ne sera pas exactement la vie d'avant le confinement", a prévenu ce dimanche Edouard Philippe. Les Français ne retrouveront "pas tout de suite et probablement pas avant longtemps" le quotidien auquel ils étaient habitués.
"Cette crise sanitaire n'est pas terminée. Bien sûr, nous marquons des factors contre l'épidémie. La scenario s'améliore lentement mais sûrement. Mais nous ne sommes pas sortis de la crise sanitaire", a commencé le premier ministre qui précise qu'elle "va entraîner une crise économique qui ne fait que commencer".

Concernant les transports en commun, Edouard Philippe a souligné qu'il serait possible qu'à partir du 11 mai, "il soit obligatoire de porter un masque grand public" et a encouragé la poursuite du télétravail dans les entreprises.
Le premier ministre Edouard Philippe estime que "dans les entreprises, les gestes barrières et la distanciation sociale doivent passer d'abord lorsque c'est potential, par le maintien du télétravail", après le 11 mai.
"Beaucoup de nos concitoyens se sont mis (…) au télétravail, beaucoup peuvent le faire, beaucoup ont pu profiter de cette possibilité. Il va falloir que ce télétravail se poursuive dans toute la mesure du potential"stated the Prime Minister.
Le Premier Ministre a confirmé la réouverture sous circumstances de certains commerces à partir du 11 mai sans préciser lesquels, mais il a confirmé la fermeture des cafés et eating places jusqu'à nouvel ordre.
En ce qui concerne les colleges, le premier ministre a indiqué que leur réouverture serait progressive et que toutes les hypothèses étaient à l'étude actuellement."Les écoles n'ouvriront pas partout le 11 mai, et pas dans les circumstances antérieures au confinement." Ainsi, il a assuré que plusieurs possibilités étaient actuellement à l'étude, avec notamment l'éventualité de réouvertures "par territoire" ou "par moitié de classe". "On peut imaginer des hypothèses où des moitiés de lessons rentreraient à partir du 11 mai et, une semaine sur deux, pourraient avoir le lien physique et intellectuel avec le professeur pour ensuite alterner avec l'autre moitié de la classe", a-t-il envisagé.
Un débat parlementaire aurait lieu début mai sur les circumstances de déconfinement
"Trois grands axes pour le déconfinement sont retenus : le respect des "gestes barrières", des "exams rapides" et "l'isolement des personnes contaminées à domicile ou à l'hôtel". Choix entre confinement à domicile avec des obligations assez strictes face au risque de contaminer ses proches, soit dans un lieu extérieur comme un hôtel mis à votre disposition pour éviter de contaminer d'autres personnes, le temps de ne plus être malade.

Enfin, le Premier Ministre a indiqué que les pouvoirs publics seraient en mesure d'annoncer le 23 mai si le deuxième tour des élections municipales peut avoir lieu fin juin.
Lors de son allocution télévisée, Emmanuel Macron a évoqué un déconfinement progressif, mais sans aucune précision géographique, ni pour la réouverture des écoles ni pour la reprise des activités professionnelles.
Le 5 avril, l'Académie de médecine avait recommandé le principe d'un déconfinement par région, en fonction du nombre d'hospitalisations et de l'activité dans les companies de réanimation. Cette possibilité figurait également parmi les différents scénarios de fin crise évoqués par Edouard Philippe lors de son intervention sur TF1 le 2 avril.
Mais le dispositif serait difficile à déployer, en raison de la construction unitaire de l'État français. A l'inverse des länder allemands ou des états américains, les régions françaises ne disposent pas d'une autonomie suffisante. La France n'est pas l'Allemagne, pays décentralisé avec ses Länder bénéficiant de larges pouvoirs. "Nous ne sommes pas un Etat fédéral, nous n'allons pas mettre des douaniers", entre les différentes régions, justifiait alors un proche du président de la République cité par The world.
In keeping with LCI, le gouvernement aurait écarté cette possibility, qui nécessiterait un déploiement de forces de l'ordre trop vital pour contrôler les entrées et les sorties des régions confinées ou non.
Cependant, certaines mesures de sortie de crise préconisées par l'Académie de médecine pourraient être prises au niveau native. Les régions Grand Est et Hauts-de-France devraient recourir à des campagnes de dépistage massives au mois de mai.
